For administrative purposes, research concludes when

a) the project achieves its aims and objectives
b) the funds are fully expended
c) both of the above occur, ideally simultaneously;
d) the deadline date has been and gone and no further extensions will be granted and no more funds are forthcoming.

Most funding bodies require both a scientific/technical/research report and a financial acquittance.
